DESIGNED BY BLUE SKY CONSULTING Purpose: A Phase I Environmental Site Assessment (ESA) is conducted to determine whether environmental liabilities may exist for a property due to previous use or use at adjacent or nearby properties. It serves to identify recognized environmental conditions (RECs), current and historical, in connection with the property. Scope of Services: A Phase I ESA is the most preliminary level of assessment. It involves a review of reasonably ascertainable information relative to the subject property. It includes a site visit and interviews with persons knowledgeable of the property including owners, occupants, and local officials. A report of findings and opinions is issued that includes a summation of facts relevant to the property, identifies any gaps in the data, presents evidence or indication of RECs, and makes recommendations for further study, if warranted.
